Land Development & Water Resources

Goldman Environmental Consultants tailors its capabilities to support project developments ranging from smaller project sites, redevelopment and restoration design and engineering, to large residential and commercial projects. GEC’s experience includes watershed, stream and wetland restoration and enhancement studies; wastewater treatment facility design and construction; landfill permitting, operation and management and closure including post-closure monitoring and use plans; and water supply and protection analyses and design.

Solid Waste/Landfill

Goldman Environmental Consultants provides clients with specific expertise in project management; environmental geotechnical, and resident engineering; inspections; and surveying services for many complex solid waste and landfill projects. This expertise includes evaluating dredged material, contaminated soil, and soil for on-site reuse. GEC also helps clients develop permit and construct re-use concepts for closed or soon-to-be closed landfills.

Wetland Permitting

Goldman Environmental Consultants has extensive knowledge of wetland regulations and experience with projects requiring delineation and permitting of work proposed in and around wetland resource areas at the local, state, and federal level. GEC develops permitting documents and applications including those required for the Wetlands Protection Act (e.g., Request for Determination, Notice of Intent), local bylaws and the 401 Water Qualityand 404 Army Corps of Engineers permits.

Because several of GEC’s staff are, or formerly were, wetland regulators or Conservation Commissioners we know of the process and understand conservation commissions’ expectations maintaining credibility before regulating bodies. We not only understand the “letter” but also the “spirit” of the regulations. In addition, GEC managers play a significant role in local, state, and federal legislation and regulatory program development.

Wastewater Treatment

Goldman Environmental Consultants provides clients with new code-compliant wastewater system design for both traditional and innovative systems. In addition, GEC evaluates compliance status of existing septic systems for change in use. The evaluation includes the inspection of the system’s septic tanks, soil absorption system (SAS) and conveyance system, including pump station and force mains, to determine compliance with Title 5 regulations. All inspections are performed by one of GEC’s licensed Title 5 inspectors. GEC provides its clients with an overall management approach to help ensure full regulatory compliance over the life of the plant.

Water Quality

Goldman Environmental Consultants provides comprehensive planning for stormwater treatment and erosion control plans. GEC performs analysis of watershed water quality and design of site and project water quality plans. Assistance in the establishment and the development of Total Maximum Daily Load (TMDL’s), water quality assessment programs, and stream and lake restoration planning can also be provided.

Environmental Compliance

Goldman Environmental Consultants assists clients in maintaining and attaining environmental compliance in a number of disciplines. Our team includes several former senior regulators who understand what the agencies need and how to effectively place your case in front of them. GEC performs internal audits or existing permits and develops recommendations for environmental compliance responses and compliance reports. GEC also conducts on-site construction oversight for projects and reports on an as-needed basis to document compliance with the permits. In addition, GEC assists clients with the evaluation of compliance and enforcement documents issued by regulators.

Water Supply

Goldman Environmental Consultants assists clients with drinking water supply program compliance projects. Examples of GEC’s work in this field include analyzing water quality samples, development of sampling programs for transient and non-transient systems, assistance in obtaining funding through the State Revolving Fund program, analysis and remediation of Zone I and Zone II violations, implementation of cross-connections control, response to regulatory questions, and assistance with all drinking water reporting requirements.

Operation and Maintenance

Goldman Environmental Consultants has Massachusetts Certified Wastewater Operator Licenses, Levels 2-Municipal, 4 - Municipal, and 6-Combined (Industrial/Municipal), for both traditional and innovative systems. GEC’s abilities include providing comprehensive operations and maintenance manuals that address the required inspections, part replacement, and maintenance performance standards necessary to ensure regulatory compliance. GEC evaluates system performance to assure operation meets design intent.
