Quarry Hills Project
Since 1997, GEC has supported environmental, geotechnical, resident engineering, inspection, and surveying services to the Quarry Hills Recreation Complex project. This project has received over 13 million tons of excavate including contaminated soils and dredge spoil from Boston's "Big Dig," resulting in the closure of the municipal landfills in Milton, Quincy, and several other un-permitted state-owned landfills.

Environmental

Goldman Environmental Consultants understands the practical merits of reducing environmental risks. GEC helps companies make their environmental programs state-of-the-art, reducing long-term liabilities, by reducing worker exposure to harmful chemicals, managing air, water and waste streams, complying with shipping regulations, and ensuring workers have up-to-date skills and training. GEC's approach involves networking with key management personnel, using existing personnel or manufacturing management systems, and enhancing programs where gaps exist. In the process, GEC coaches clients through the complex world of environmental regulations, program development, auditing and reporting. Our extensive experience with diverse clientele means we can share a wealth of best practices as well as how to integrate them into current operations.

Hazardous Waste

Goldman Environmental Consultants assists client companies in the implementation of cradle-to-cradle objectives (reduce, reuse, recycle) even though cradle-to-grave responsibility is still the rule in hazardous waste management. GEC advises clients on pollution prevention and waste minimization techniques that minimize risk and can put money back in our clients’ pockets.

We start with proper storage area signage and container labeling, recommend which waste containers for which waste streams, assist in the characterization of new wastes, submit waste profiles, complete uniform hazardous waste manifests, arrange waste analysis, and audit Treatment Storage and Disposal Facilities (TSDFs) to assure clients their waste is being properly managed throughout its travel. GEC then looks at “on-hand” material reduction techniques, such as substitution, which often allows the facility to fit into a regulatory category with less burdensome reporting and retention requirements as well as lower fees.

Getting GEC’s help at the front end (before process modification or business expansion) may avoid changes in hazardous waste generator status with state and federal agencies. Changes that require reclassification to “large quantity generator” category are hard to reverse.

Air Quality

Goldman Environmental Consultants understands that even at small facilities boilers or ovens, bulk fuel storage tanks, solvent coating manufacturing operations, solvent cleaning sinks, air strippers, thermal oxidizers, printers, dry cleaners, and many other processes may require permits. GEC helps clients with periodic source registration and emissions reports to State and/or federal agencies and with unforeseen emergency incidents, such as a spill, release, malfunction of an abatement device. GEC is also experienced at incorporating new equipment or processes and facility expansion involving new emergency generators or boilers, or fuel changes to meet market supply economics. GEC has over 20 years experience addressing these issues by developing creative solutions that help clients stay in compliance while meeting business objectives.

Stormwater

Goldman Environmental Consultants realizes that one of the most frequently overlooked construction regulatory detail is the need to secure a stormwater permit. GEC helps clients avoid project delays and costly penalties by being aware of the need for stormwater permits and the associated design methodologies needed to meet these requirements. Stormwater permits are intended to require construction companies to control runoff and implement best management practices to minimize environmental impacts. GEC has worked on various types of construction projects where stormwater permits were required, enabling our clients to meet their construction deadlines while staying in compliance with regulatory requirements.

Wastewater

Goldman Environmental Consultants recognizes that failure of septic systems often requires the installation of a more sophisticated wastewater treatment system. Out of sight does not always mean out of mind. GEC designs, operates and provides ongoing support to operate wastewater systems keeping them in regulatory compliance. GEC has experience troubleshooting chronic non-compliant systems and recommending and implementing corrective action. GEC's experience with small-to-medium-sized wastewater treatment equipment allows all parties to quickly get to the root of the problem and realize innovative and cost-effective solutions that return the wastewater system to full regulatory compliance. GEC also assists clients in lowering their financial exposure by negotiating the best possible outcome with local and state regulators.

DOT/FAA

Goldman Environmental Consultants realizes that Department of Homeland Security and Department of Transportation budget dollars are increasingly spent on improving risk management in all aspects of hazardous materials transportation. GEC understands the importance of planning for the safe and secure transportation of all wastes and hazardous materials.

GEC reviews clients' shipping, handling, and packaging procedures and makes recommendations for improvement. GEC's hazardous materials and toxicological expertise can help assure that all shipping procedures meet or exceed regulatory requirements.

Training

Goldman Environmental Consultants knows that most regulatory programs involve an element of training to reach full compliance. GEC provides training, whether it is initial training or re-training needed due to the hiring of new employees or changes in job duties. GEC bridges these gaps by developing and delivering client-specific training packages, incorporating clients' particular hazards and chemicals, making the training more realistic and meaningful.

GEC delivers on-site training that relates to and uses the company's own materials, packaging and MSDSs. GEC's efficient approach minimizes unnecessary material and topics and minimizes operator downtime to accomplish the training by focusing on what the client needs to know.

Permits and Reports

Goldman Environmental Consultants realizes that most facilities, large or small, have to secure a variety of permits to operate, while filing periodic reports to satisfy local, state and federal regulations. For example, facilities that operate boilers must report to a state agency their fuel usage and emissions; and certain underground storage tanks must be registered with the State Fire Marshal's office.

GEC has experience completing permit applications for new and modified equipment, as well as submitting required periodic regulatory reports, from monthly wastewater sampling and discharge monitoring reports, to Source Registration and Emissions Reports, to TRI Form R & TURA Form S reports, Tier II Annual Reports, and many more. Our experience allows us to point out easy fixes, which might decrease a regulatory burden or reduce costs associated with a facility's operation or processes.

Audits

Goldman Environmental Consultants audits facilities from small dry cleaners and gas stations to large complex manufacturing plants. GEC's audit capabilities range from a brief walk-through to a rigorous ISO 14001-type inspection. Audits can cover individual environmental, safety, health and security issues or integrate them into a comprehensive evaluation. We have expertise in understanding the processes, focusing on present and past hazards or risks and can conduct gap analysis to identify deficiencies. We synthesize our findings allowing our clients to make informed business decisions. As facilities grow and incorporate process changes, a second audit may be appropriate to assure that management and compliance programs are up to date.
